He was known by many Steelton residents as the dapper man in the suit who'd wave to everyone as they passed on Front Street, or as the man who made sure you came to a complete stop outside his home on the second block of Adams Street.
Frank S. Brown, 88, died Friday at his Steelton home, surrounded by family. He was the first black mayor of Steelton, serving from 1990 to 1998.
His friends in Steelton recalled him as deeply devoted to both his family and his town.
"Before he was the mayor, he was the mayor, and he never stopped being a mayor when he wasn't a mayor," said Rev. LaVette Paige, who recalled walking home from school with Brown's daughters. Brown would wait every day on the front porch for them, she said.
